GLIDE was created by a partnership between Lorain County Community College, the Lorain County Commissioners, the Lorain County Chamber of Commerce, and the Ohio Department of Development. Today, it partners with entrepreneurial support organizations across Northeast Ohio to help assist the region’s entrepreneurs.

A board of three County Commissioners serves as the general administrative body for 87 of 88 Ohio counties. Lorain County's Board of Commissioners includes: Ted Kalo, Lori Kokoski, and Tom Williams. County Commissioners are elected to office like other county officials, such as the Sheriff, Engineer and Auditor and are often seen as the leaders of county government, and their authority goes a long way toward supporting that viewpoint.

The mission of the Lorain County Chamber of Commerce is to promote and support the success and growth of the Lorain County business community. In January 1988 the County Chamber began to deliver an economic development program designed to incorporate the many resources here in Lorain County and pull them together to focus on a common goal. Over the course of the last 25 years the Chamber has led, followed, supported, and created opportunities that have had an impact on Lorain County's economy.

Working with its partners across business, state and local governments, academia, and the nonprofit sector, the Ohio Third Frontier works to attract, create, grow, and retain businesses through competitive incentives and targeted investments. Engaged every day in marketing, innovating, investing, and collaborating, the Ohio Third Frontier works at the speed of business to accelerate and support the teamwork that is necessary for success by providing financial, informational, and technical assistance to those making an investment in Ohio's future.
